A Page Action extension is used to put icons inside the address bar. Page actions represent actions that can be taken on the current page, but that aren't applicable to all pages.
WHY
A good example of a page action extension is an RSS feed indicator. Since the extension is only applicable on pages that have an RSS feed, the icon will show up in the address bar only at certain times.
